be forfeited. At the same time I think you agree that the

section should be used sparingly in cases where we could

not take Prize Court proceedings".

and on 27th. November, 1916:-

"I think that it would be better not to take proceedings

"for forfeiture. The cargo, however, should not be allowed

"to go forward"..

The case and dealt with nccordingly, and in enquiry from the Consul

General for the Netherlands was answered as follows:-

8th March, 1917: In reply to your letter of the 2nd.

February I am directed to say that asthe goods in question came from a firm on the Statutory List the Government are unable to allow them to be exported from Hongkong as any handling of the

goods would amount to an offence under the law relating to

trading with the enemy.
